With the support of the Department for Economic Development of the Provincial Council of Bizkaia, along with some of the main Basque companies, Bizkaia Talent was established in 2005 as a non-profit organisation with a clear mission: to foster and facilitate the implementation of the necessary conditions for attracting, connecting and retaining in Bilbao-Bizkaia-Basque Country highly qualified people in the areas of knowledge and innovation by the use of the latest technologies and personal contact nowadays is the biggest example of Regional Talent Managment.

Background and Objectives
The Basque Country is a small country (2.18 million inhabitants ), but with a high quality of life and highly educated population (46.4% of the people between ages 25-29 with higher education ). Our region produces the highest proportion of STEM graduates in the EU, is Spain’s industrial and manufacturing heartland, and is very technically advanced.
However, like other southern European countries, during the 2008 economic crisis in the Basque Country we experienced heavy losses to our domestic workforce with our region proving a rich source of talent for German, French and British companies. We recognise that encouraging young people to go abroad and develop skills and network elsewhere is good for our economy. This experience abroad has helped these Basque professionals in their personal and professional development, but many of them want to “come back home”. This implies the challenge of finding a job here that matches their professional profile and needs.
On the other hand, as many as 156,528 companies are based in the Basque Country , operating mainly in the automotive, aeronautical, environmental, industrial design and engineering industries. Together, they make a strong and ever-changing business fabric, where learning, research, technology and, especially, talent play a key role.
But, Basque companies, particularly in the science and technology sector, sometimes find it difficult to find suitable profiles for the positions they need to fill. The race for skilled professionals is intensifying across Europe and worldwide. Demographic changes, as well as the rise of new technologies and the increased flexibility and mobility of workers, have forced governments and industry to make an effort to attract and retain the brightest and best professionals.
And that’s where Bizkaia Talent comes into action. We know the retention and attraction of talent will play a crucial role for our region in the coming decades. And to this end, we have set up the Bizkaia Talent scheme and it’s “Be Basque Talent Network”.

Our goal is to become the Basque Country’s leader and a European reference model in the management process for highly qualified people in the fields of science, technology and business.
